Mr Evarts informs me in a despatch dated the 25th ult that the Secy of the Navy had addressed to him on the 23rd of that month a letter stating that in continuation of the work of telegraphically determining secondary meridians of Longitude, that dept desires during the coming year to send Lieut Commander F. M. Green, U.S. Navy, with a party of officers to make the necessary astronomical observations at Vladivostok
